Permits for Kashmir trekking can be confusing, especially for first-time visitors. Requirements differ by route, nationality, and the specific areas you’ll be passing through. This guide covers everything you need to know for the 2025 season.
Types of Permits Required in Kashmir
1. Inner Line Permit (ILP)
An Inner Line Permit is required to enter certain restricted border areas of Jammu & Kashmir. This is particularly relevant for the Gurez Valley Trek, which sits close to the Line of Control.
Who needs it: All Indian citizens. Foreign nationals require a Protected Area Permit (PAP) instead — more complex and requires Ministry of Home Affairs clearance.
Cost (2025): ₹120 per person for Indian nationals (subject to change).
Where to get it: DC Office, Bandipora (for Gurez). Also available online via the J&K government portal. We handle this for all our trekkers.
Processing time: Same-day to 48 hours if applying in person. 2–5 days online.
2. Forest Department Trekking Permit
Required for treks passing through designated forest zones and national parks. This includes portions of the Kashmir Great Lakes Trek (Sindh Valley forest zone).
Cost (2025): ₹150–₹400 per person per trek (varies by route).
Where to get it: Forest Department office, Sonamarg or Pahalgam depending on route. We arrange these for all our groups.
3. Protected Area Permit (PAP) — Foreign Nationals Only
Foreign nationals require a PAP to trek in certain districts of J&K. As of 2025, most popular trekking routes (Great Lakes, Tulian Lake, Nafran) are open to foreigners without PAP. Gurez Valley requires PAP for foreign nationals.
Cost: Free but requires Group Permit (minimum 2 foreign nationals travelling together).
Processing: Minimum 4 weeks advance notice required. Apply through licensed Indian tour operator (like us).
4. Camping Fees
Some established campsites along the Great Lakes and Gurez routes have designated camping zones managed by the Forest Department. Camping fees:
- Designated sites: ₹50–200 per tent per night
- Wild camping: Not permitted in core national park zones

Do I Arrange My Own Permits?
When you book with Travel My Kashmir, we handle all permits for your group as part of the package. You provide your government-issued ID details (Aadhaar number / Passport number) when booking, and we do the rest.
If you’re self-guiding, permits must be obtained before you reach the trailhead. Checkposts will turn you back without correct documentation — this happens regularly to self-guided trekkers who aren’t aware of requirements.
What ID Documents to Carry
- Indian nationals: Aadhaar card or Voter ID (must have photo). Carry original, not photocopy.
- Foreign nationals: Passport (valid for 6 months beyond trek date). Indian visa must be valid for the duration.
- All trekkers: Carry 3–4 passport photos — some permit offices still require physical photos.
Permit Changes in 2025
The J&K government introduced streamlined online permit processing in 2024 via the tourism portal. As of 2025, ILPs for Gurez can be obtained online in 48–72 hours for Indian nationals. We still recommend applying through us to avoid any procedural issues at checkposts.
FAQ
Can I get permits at the trailhead?
For some routes, yes — but it’s not reliable. Gurez Valley ILPs must be obtained before reaching the Bandipora checkpost. Forest permits for Great Lakes are sometimes available at Sonamarg but sell out on busy weekends. We always arrange permits in advance.
What happens if I don’t have the right permit?
Security checkposts on restricted routes will turn you back. In border areas, attempting to continue without documentation can result in detention and questioning by security forces. Don’t risk it — the permit process is straightforward when managed by a registered operator.
Are permits required for day hikes near Pahalgam or Gulmarg?
Day hiking in tourist areas (Betaab Valley, Aru Valley near Pahalgam; Kongdori near Gulmarg) does not require special permits. Only overnight treks into forest/restricted zones require documentation.
